ten agreement signed by all parties. Any work performed outside of the
written scope with any written change orders will be the responsibility of the Contractor or
others and not Facilities Management. All questions, directives, and acceptance shall come
only from either the Facilities Management Regional Manager and/or Project Manager.
7) The Contractor shall keep the jobsite clean and safe and leave in a neat and tidy manner.
8) All color selections shall be provided to the Contractor by the Facilities Management Project
Manager.
9) All material substitutions must be pre-approved prior to bid acceptance.
10) All materials shall be installed per manufacturers’ recommendations, industry best practice,
and applicable code.
11) All dimensions listed are approximate. The Contractor is solely responsible for verifying actual
dimensions prior to ordering any materials or bidding. No allowances shall be made due to a
bidder neglecting to visit the site and verify dimensions and conditions.
12) All work performed under this Contract shall be under the full-time direction of the Contractor.
The Contractor shall be responsible for work and performance, and damages of any
subcontractors and/or independent contractors or laborers hired in connection with the work
under this Contract.
General Scope of Work
Description of Demolition or Associated Work
All debris shall be removed from the park property and disposed of in accordance with all
applicable regulations, unless specifically noted.
1) The Contractor shall remove the existing asphalt surface and base material for six
tenths (0.6) miles of existing trails and the existing ramp to the parking lot.
2) The Contractor shall remove material to prepare an area for a parallel curb ramp and
for the widening of the trail to six (6) foot width. Any suitable soil may be reused or
disposed of on park if non-soil foreign matter is removed.

New Work
1) The Contractor shall smooth, level, and compact the subbase and remove any debris
and obstructions, including but not limited to roots. The depth shall be sufficient to
allow for four (4) inches of compacted #33C stone base material and two (2) inches of
compacted asphalt (one-inch of asphalt shall be exposed above the surrounding
surface). Cross slope shall not exceed two percent (2%); running slope shall not exceed
five percent (5%); ramps shall not exceed eight and thirty-three hundredths percent
(8.33%) slope, and transitions shall not exceed one fourth (¼) inch, per ADA standards.
2) The contractor shall provide, install, and compact a minimum of four (4) inches of #33C
stone base material and three (3) inches of E-64 mix asphalt along the six tenths (0.6)
miles of ADA accessible walkway to a six (6) foot width.
3) The Contractor shall ensure that the Council Spring Blue Hole ADA Overlook is repaired
to ADA compliance per the 2010 Design Standards.
4) The Contractor shall provide and install one (1) new twenty-four (24) inch diameter
High Density Polyethylene (HDPE) slip liner within the existing drainage culvert nearest
to the Farmhouse. The slip liner shall be installed in accordance with the
manufacturer's recommendations and industry standards to ensure a continuous and
functional drainage system.
5) The Contractor shall provide and install one (1) new twenty-four (24) inch diameter
High Density Polyethylene (HDPE) slip liner within the existing drainage culvert at the
concrete drainage crossing walkway. The slip liner shall be installed in accordance with
the manufacturer's recommendations and industry standards to ensure a continuous
and functional drainage system.
6) The Contractor shall provide and install flowable fill between the existing culverts and
the new HDPE slip liners. Flowable fill shall fill all voids and provide uniform support
around the slip liner.
7) The Contractor shall prep, provide, and install a ten (10) foot by twenty-four (24) foot
asphalt patch in the parking lot where indicated.
8) The Contractor shall provide and install a six (6) foot side concrete parallel curb ramp
(eight and thirty-three hundredths percent [8.33%] maximum slope) and a two (2) foot
by five (5) foot embedded tactile ground surface indicator panel in place of the existing
ramp. Contractor shall repair or replace concrete curbing as necessary for a uniform
appearance.
9) The Contractor shall clean, prepare the surface, provide and install two coats of traffic-
grade paint to the curbing of the curb ramp, including “NEW” Accessible handicap
parking decals and new signage.

10) The Contractor shall repair, prep, rake, seed, and straw all areas of disturbance and
trail shoulders.
Specific Instructions
1) The Contractor shall contact the Project Manager at least two (2) days before starting the
project.
2) The Contractor shall perform all work with consideration for weather conditions before,
during, and after paving.
3) The Contractor shall block off the work area to restrict access during work.
Site Restoration and Stabilization
1) The Contractor shall repair and backfill any ruts, depressions, or surface disturbances created
by equipment, vehicles, or construction operations. All restored areas shall be graded
smoothly, compacted, and blended to match surrounding terrain.
2) Any grassy or vegetated areas disturbed or damaged by the contractor’s work shall be fully
restored. This includes placing topsoil as needed, applying grass seed of the specified mix, and
covering all seeded areas with clean straw mulch.
3) Upon completion of paving operations, the contractor shall ensure that the finished trail
surface transitions smoothly to adjacent ground. There shall be no trip hazards, abrupt edges,
drop-offs, or exposed pavement edges. All shoulders shall be graded to provide safe, stable,
and uniform side slopes.
4) Final acceptance shall not occur until all disturbed areas are restored, seeded, and stabilized,
and all safety and finish-grade conditions have been met to the satisfaction of the
Owner/Engineer.
Additional Requirements
1) The Contractor shall be responsible for determining where all utilities are on the job site and
care should be taken to protect the utilities from any damage caused by the
demolition/construction. This shall include any underground utilities around the job site area.
If damage occurs, it shall be repaired within a twenty-four (24) hour period from the time
damage occurs.
2) The Contractor shall perform work on regular time and shall invoice work time and material
not to exceed the quoted price. Any variance in quote shall be addressed only with a
representative of the Park Management Office before any additional work is undertaken or
materials ordered.

3) Work shall be scheduled to avoid any interference with normal operation of the park as much
as possible. During the construction period, coordinate construction schedules and operations
with the Park Manager. Work shall be conducted during the normal business hours of
Monday through Friday, 8:00 a.m. to 4:30 p.m., unless Facilities Management approves
an alternate schedule.
4) The successful Contractor shall schedule and attend a pre-construction conference where a
pre-construction form shall be signed by Facilities Management, Contractor and Park Manager
before work can begin. The Contractor shall also schedule and attend a final inspection where
a final inspection form shall be signed by Facilities Management, Contractor and Park Manager
before final invoice shall be paid.
5) The Contractor shall protect areas adjacent to his work and shall be required to repair any
damage they may cause. The Contractor shall protect work of other trades. The Contractor
shall correct any painting-related damage by cleaning, repairing, or replacing, and refinishing
as directed by Facilities Management. The Contractor shall leave residences and other
buildings in a habitable manner after hours by securing unfinished openings.
6) Workmanship shall be warrantied for not less than one year from date of final inspection.
Materials shall be warrantied as per manufacturer’s warranty.
7) Unless otherwise indicated, all materials, equipment, and supplies shall be new and in good
condition, UL listed when applicable, and all work accomplished in a manner acceptable to
Facilities Management.
8) Clean up of the project site shall be the responsibility of the Contractor. The Contractor shall
assure that job site is clean of nails, debris, etc., at end of each day to ensure safety. The
Contractor shall clean up and haul away all scrap when work is completed to an approved
location off State property.
9) The Contractor, employees, and sub-contractors shall be licensed, certified, or registered as
required. They shall be registered in the State of Tennessee Edison purchasing system.
10) The State of Tennessee shall not be held liable for any damage, loss of property, or injury of
personnel resulting from actions of the Contractor and/or his/her sub-contractors or
employees.
11) At all times, the Contractor shall have a copy of project specifications, permits, and Certificate
of Insurance on-site.

12) The Contractor and all subcontractors are not authorized to use day laborers or temporary
labor on this project without the express written permission of Facilities Management.
