All questions, directives, and acceptance shall come only from either the Facilities
Management Regional Manager and/or Project Manager.
7) The Contractor shall keep the jobsite clean and safe and leave in a neat and tidy manner.
8) All color selections shall be provided to the Contractor by the Facilities Management Project
Manager.
9) All material substitutions must be pre-approved prior to bid acceptance.
10) All materials shall be installed per manufacturers’ recommendation, industry best practice,
and applicable code.
11) All dimensions listed are approximate. The Contractor is solely responsible for verifying
actual dimensions prior to ordering any materials or bidding. No allowances shall be made
due to a bidder neglecting to visit the site and verifying dimensions and conditions.
12) All work performance under this Contract shall be under the full-time direction of the
Contractor. The Contractor shall be responsible for work and performance, and damages of
any subcontractors and/or independent contractors or laborers hired in connection with the
work under this Contract.

General Scope of Work
Description of Demolition or Associated Work
All debris shall be removed from the Park property and disposed of in accordance with all
applicable regulations, unless specifically noted.
1) The contractor shall secure the work site five (5) yards in a perimeter around work zone.
Barricades, construction fence and caution tape shall be used to secure the area.
2) The Contractor shall remove the granite globe (for reuse), from the fountain base stone using
a crane and an appropriate ball sling to support the 20,000 lb. globe. The granite globe shall be
placed on a wooden crib support. Crib shall be custom built to allow 1/3 of the globe to rest in
the cradle. Cradle shall be lined with one (1) inch foam iso board for cushioning.
3) The Contractor shall clean the granite socket thoroughly and remove all microparticles
leaving no residue and a clean system.
4) The Contractor shall inspect internal socket fittings and replace as necessary to ensure
proper operation.
5) The Contractor shall flush existing piped lines to ensure they are clear of debris and scale.
6) The Contractor shall perform leak test on the existing piping system by caping line sets at
each end and installing a Schrader valve taped and threaded into pipe cap. The Contractor shall
use dry nitrogen to inflate line sets to eighty (80) psi and allow forty-eight (48) hours rest time to
insure no leaks. If the piping fails pressure test by more than five (5) pounds in forty-eight (48)
hours the Contractor shall identify and repair the leak and repeat the pressure test. If a leak
cannot be repaired, then piping shall be replaced.
a. If the piping is leak-free, portions of the existing pipe may be reused to minimize disruption
to the park. If leaks are found, the contractor shall install new piping between the granite
fountain and the new equipment location.
7) The Contractor shall excavate around the existing vault using caution not to damage
electrical and plumbing. The Contractor shall disconnect plumbing, capping to ensure line sets
are debris free. The Contractor shall disconnect the electrical circuit and secure it for reuse
protecting the integrity of electrical components.

New Work
Globe Installation
1) The Contractor shall provide and install a concrete slab as the foundation for the mechanical
vault. The concrete slab shall measure seven (7) foot by ten (10) foot by six (6) inches thick and
shall be reenforced with ¼ inch welded wire. The Contractor shall secure the vault with 5/8
wedge anchor bolts to the slab.
2) The Contractor shall supply and install a new mechanical vault and components. The
Contractor shall use the excavated area to install the new vault to house mechanical and
electrical. This area shall be excavated to accommodate a larger vault if necessary. Excavation
shall exceed the size of the vault by three (3) feet on at least two (2) sides to allow plumbing and
electrical connections to the new vault. Caution shall be taken to connect any subterranean
drainage around the base of the vault. New vault shall have at least one (1) foot topsoil cover, if
necessary, a vault hatch extension may be necessary to extend hatch opening to one foot above
grade. Hatch door shall have a keyed lock handle for entry. Hatch door shall also have assist
cylinder to assist in opening, it shall also be equipped with a manual lock open device that must
be manually operated to close hatch door. There shall be a door switch to activate light and fan
upon door being opened.
3) The Contractor shall ensure penetrations are watertight where electrical and plumbing enters
the vault. Plumbing connections shall be made in the excavated area to extend plumbing into
the new vault and connecting to appliances in the vault. The vault shall be positioned so existing
electrical can be reconfigured into the vault as extending conduits underground shall not be
allowed.
4) The Contractor shall provide and install trench shoring where required to ensure safety and
compliance with local codes.
5) The Contractor shall fill excavated areas with six (6) inches of fill soil at a time. Each six (6)
shall be compacted with a vibratory compactor until the final six inches. The final six (6) inches
shall be filled and compacted using topsoil. On completion of backfill the Contractor shall lay
fescue sod on disturbed areas.
6) The Contractor shall install in the vault a disconnect means for a pump control. The
Contractor shall install new pump control box including motor starters equipped with electronic
motor overload protection. The contractor shall also install a four hundred fifty (450) gallon
collector tank, filter pump, fine particulate backwash filter, chlorinator, including piping
components to connect all, the collector tank shall also be equipped with an automatic fill valve.
The Contractor shall also install a sump pump in the vault to expel water from the vault.

7) The Contractor shall install an exhaust fan operated from the door switch. Exhaust fan shall
be a minimum of 180 CFM. Exhaust fan shall discharge into six (6) inch schedule 40 PVC pipe and
shall terminate eighteen (18) inches above grade on the opposite end from hatch opening. Vent
fan piping shall have a rain cap and a flexible bollard to identify it as a trip hazard. (A
prefabricated pre-assembled mechanical pool vault including collection tank, pumps and
controls shall be considered a direct replacement and is pre-approved upon receiving
specification sheets.)
8) The Contractor shall test run new pumps and equipment before reinstalling the globe.
(Water must be flowing before globe installation.)
9) The Contractor shall repair or replace spacers in the return grate around globe water return.
If matching granite cannot be located, it shall be acceptable to use black granite to create
spacers to evenly space return grates.
Testing and Commissioning
10) The Contractor shall perform an operational run test on equipment while demonstrating
and explaining controls to the park maintenance supervisor.
11) Clean the site thoroughly and dispose of all construction debris and spoils as needed.

Additional Terms and Conditions
1) All aspects of this job shall be left in a finished condition: All finish work, interior and exterior
walls and trim, finish painting, caulking and final cleanup are included in this Contract.
2) The Contractor shall be responsible for determining where all utilities are on the job site and
care should be taken to protect the utilities from any damage caused by the
demolition/construction. This shall include any underground utilities around the job site area.
If damage occurs, it shall be repaired within a twenty-four (24) -hour period from the time
damage occurs.
3) The Contractor shall perform work on regular time and shall invoice work time and material
not to exceed the quoted price. Any variance in quote shall be addressed only with a
representative of the Facilities Management Regional Office before any additional work is
undertaken or materials ordered.
4) Work shall be scheduled to avoid any interference with normal operation of the Park as much
as possible. During the construction period, coordinate construction schedules and
operations with the Park Manager. Work shall be conducted during the normal business
hours of Monday through Friday, 8:00 a.m. to 4:30 p.m., unless an alternate schedule is
approved by Facilities Management.
5) The successful Contractor shall schedule and attend a pre-construction conference where a
pre-construction form shall be signed by Facilities Management, Contractor and Park
Manager or Park representative before work can begin. The Contractor shall also schedule
and attend a final inspection where a final inspection form shall be signed by Facilities
Management, Contractor and Park Manager or Park representative before final invoice shall
be paid.
6) The Contractor shall protect areas adjacent to his work and shall be required to repair any
damage they may cause. The Contractor shall protect work of other trades. The Contractor
shall correct any painting related damage by cleaning, repairing, or replacing, and refinishing
as directed by Facilities Management. The Contractor shall leave residences and other
buildings in a habitable manner after hours by securing unfinished openings.
7) Workmanship shall be warrantied for not less than one (1) year from date of final inspection.
Materials shall be warrantied as per manufacturer’s warranty.
8) Unless otherwise indicated, all materials, equipment, and supplies shall be new and in good
condition, UL listed when applicable, and all work accomplished in a manner acceptable to
Facilities Management.

9) Clean up of the project site shall be the responsibility of the Contractor. The Contractor shall
assure that job site is clean of nails, debris, etc., at end of each day to ensure safety. The
Contractor shall clean up and haul away all scrap when work is completed to an approved
location off state property.
10) At all times, the Contractor shall have a copy of project specifications, permits, and
Certificate of Insurance on-site.
11) The Contractors and all subcontractors are not authorized to day laborers or temporary
labor on this project without the express written permission of Facilities Management.
12) Note: Before the Contract resulting from this Invitation to Bid is signed, the apparent
successful proposer shall be registered with the Department of Revenue for the collection of
Tennessee sales and use tax. The State shall not approve a Contract unless the proposer
provides proof of such registration. The foregoing is a mandatory requirement of an award of
a Contract pursuant to this solicitation.
13) Invoice shall be submitted for payment not before project completion and final project
acceptance but also no later than ten (10) days after project completion and acceptance. A
