Background The purpose of this Invitation to Bid (ITB) is to establish a contract for the provision and delivery of cosmetology and barber shop supplies to Tennessee Department of Correction (TDOC) facilities. TDOC intends to establish a contract with a term of thirty-six (36) months, with two (2) optional one-year renewal periods. Pricing submitted by respondents shall be all-inclusive and include all costs associated with the provision and delivery of goods under this procurement. 2. General Requirements The Contractor shall provide the specified cosmetology and barber shop items to multiple TDOC locations statewide. Additional locations may be added at any time at TDOC’s discretion. All items delivered shall be new, unused, free of defects, and conform to the specifications herein. 3. Scope of Work The Contractor shall provide the following required items. Items identified as “or equal” shall meet or exceed the referenced product’s performance, material quality, construction, and durability. The catalog shall remain accessible and updated throughout the contract term. In addition to the mandatory equipment listed above, the Contractor shall maintain a comprehensive catalog of available barbering and cosmetology equipment, tools, supplies, chemicals, instructional materials, replacement parts, and accessories throughout the contract term. The Contractor's APCAT (or equivalent) catalog shall include, at minimum, the following categories of items: • Professional shampoos and conditioners • Hair color, developers, toners, and lighteners • Permanent wave and chemical treatment products • Relaxers and neutralizers • Styling products, gels, mousses, sprays, and oils • Professional combs and brushes • Spray bottles and applicators • Sectioning clips • Barber aprons • Bar
